The Short Answer: Count the Rep You Can Repeat
Full range of motion should be your default when the movement is pain-free, controlled, and repeatable. It gives you a cleaner week-to-week comparison because each rep starts and ends in the same place. Partial reps are not automatically cheating, but they need a reason: targeting the stretched part of a lift, protecting a cranky joint, or adding controlled work after honest full reps are already done.
Use this rule. If shortening the rep lets you use more weight while hiding worse control, keep the full range and reduce the load. Good partial reps are planned. They use the same start point, end point, tempo, and exercise role every time.
